This position can be located in one of the following Ministry offices, subject to operational requirements and space availability at time of offer: Smithers, Williams Lake, Prince George, Nanaimo, Penticton, Kamloops, Cranbrook, Nelson, or Surrey.
An eligibility list may be established to fill future temporary and permanent vacancies in the above locations.

Influence and engage in complex natural resource management issues

The Ministry of Environment and Climate Change Strategy is responsible for the protection, management and conservation of BC’s water, land, air and living resources. The Ministry Compliance and Environmental Enforcement Branch conducts inspections, audits and promotional compliance activity to ensure regulated parties are aware of, adhere to, and are held accountable to the authorizations. . It also oversees provincial government assessment. Staff expertise in policy, science, research and analysis are central to supporting all Ministry responsibilities. Ministry legislation, regulation and public outreach activities ensure a safe and healthy environment for British Columbians, while supporting a strong, sustainable economy.

The Compliance and Environmental Enforcement Section Head is responsible for planning compliance assessment activities to be conducted by staff including defining priorities and goals, and developing budget, staff and equipment plans. This position provides authoritative technical and policy advice to ministry staff on controversial or complex issues. It provides authoritative technical and policy advice to elected officials (MLAs, Mayors, Councillors and Directors), industry and municipal executives, other agencies and the public regarding compliance and environmental enforcement. The work is complex and controversial in view of the operational, economic, health and political factors associated with municipal, industrial, agricultural and special waste.

JOB REQUIREMENTS:

To be considered for this position, your application must clearly demonstrate how you meet the following:

  • Master of Science Degree in resource management, environmental science or applied science in an appropriate discipline and five years of related experience, in the field of waste management; or,
  • Bachelor’s Degree in resource management, environmental science or applied science in an appropriate discipline and seven years of related experience, in the field of waste management; or,
  • Technical Diploma in engineering, resource management, environmental science or applied science in an appropriate discipline and 10 years of related experience, in the field of waste management.
  • Minimum two years of demonstrated supervisory experience in planning, organizing, and coordinating a professional and technical workforce.
  • Preference may be given for experience in public service with a proven supervisory record, preferably in waste management.


Related Experience includes (preference may be given for one or more of the following):

  • Industrial and municipal waste management experience including conducting environmental monitoring, assessments and reporting.
  • Proven experience in liaison with environmental regulatory agencies.
  • Experience with regulatory administration of waste management discharges to the environment.
  • Experience with environmental planning processes such as Waste Management Planning.
  • Experience in working with multiple projects or assignments, establishing priorities and budgeting.
  • Experience in negotiation with staff and clients from a diverse background.
  • Experience with hazardous material spill response, special waste and contaminated sites.
