How you will contribute as part of the TRCA team:
Under the general guidance and direction of the Senior Manager, the Technologist, Flood Risk Management provides operational support to the Flood Risk Management portfolio, including project co-ordination and delivery of capital projects, with focus on water resources engineering, specific to the study of hydrology and hydraulic modeling, floodplain management, flood mitigation and restoration, and flood forecasting and warning.
In addition to providing project coordination and technical support duties, this position will be responsible for the maintenance of TRCA’s floodplain mapping, watershed hydrology and hydraulic modeling platforms, and TRCA’s flood forecasting and warning systems. Overall, this position plays an integral part in maintaining TRCA’s provincially delegated responsibility of floodplain management and flood forecasting and warning. This position also fulfills the on-call role of Flood Duty Officer as part of TRCA’s Flood Forecasting and Warning Program.

Major Responsibilities:
- Provides support in the development of Terms of References and initiates and completes TRCA’s procurement process and retains external consultants
- Provides technical support to external consultants retained to complete projects including meeting schedules, background data collection, and site visits schedule
- Reviews technical submissions, including correspondence, reports, design drawings, and models,
- Communicates project status, technical issues, and results to senior Flood Risk Management Staff.
- Schedules site visits, meetings, open houses, and public meetings, as required per project workplan.
- Completes QA/QC reviews of work submitted by external consultants in support of capital projects to ensure compliance with TRCA and Ministry of Natural Resources and Forestry (MNRF) standards and guidelines.
- Provides assistance in engineering report preparation for various projects including preparing maps, figures and tables.
- Provides engineering expertise in the implementation of flood infrastructure assessments.
- Represent the Authority’s interest as a member of internal/external committees, at public meetings and open houses, and in the review of external agency documents
- Provides engineering support and project information to TRCA’s municipal partners for municipal engineering projects.
- Supports Flood Hazard Identification and Mapping program funded flood plain mapping studies.

- Continue to advance knowledge of hydrologic and hydraulic modelling, in an effort to establish solid foundation of technical knowledge.
- Performs other duties as assigned or as required with departmental, divisional and/or corporate objectives.
- Minimum completion of post-secondary education in an engineering field, including 3-year College diploma in engineering or Bachelor’s degree in engineering, water resources, environmental or related discipline.
- Have the ability to obtain P.Eng, LET, CET, or C.Tech designations.
- 2 years’ experience in engineering practice related to flood and environmental management, and civil engineering, including best management practices.
- Demonstrated ability to work as part of a team on projects and studies.
- Computer literacy using Microsoft Office (Word, Excel, Access, PowerPoint).
- Practical or theoretical knowledge of hydrologic/hydraulic computer models, including HEC-RAS, MIKE Flood, Visual OTTHYMO, and PCSWMM.
- Some knowledge of legislation relevant to land use planning, environmental assessment act (provincial, CA, and federal), and water management.
- Demonstrated time management, analytical, and problem solving skills.
- Good interpersonal skills to communicate effectively with the general public in a positive, courteous and respectful manner.
- Ability to demonstrate professional resilience.
- Valid Ontario “G” Driver’s Licence in good standing.
