The LDB is one of two branches of government responsible for the cannabis and liquor industry of B.C. We operate the wholesale distribution of beverage alcohol and non-medical cannabis within the province, as well as the household retail brands of BC Liquor Stores and BC Cannabis Stores.

The Senior Manager, Employee Relations reports to the Director, Employee Relations & Investigations. The individual in this position provides expertise, leadership and direction to, and on behalf of, the Liquor Distribution Branch, with respect to the interpretation and administration of collective bargaining agreements, compliance with labour, employment and human rights laws, policies and procedures, workplace accommodation matters, and managing in a unionized environment.

The Senior Manager, Employee Relations is responsible for all aspects of major workplace investigations, including appropriate documentation and reports, and making recommendations regarding outcomes. This is a senior position within the Employee Relations team and the holder is expected to provide leadership and direction to a team of Labor Relations Advisors, with a focus on continuously enhancing the services provided to the business.

Working conditions include the ability to travel overnight within the Province of British Columbia.

Position Requirements:

Education and Experience:

  • Degree or diploma in a related discipline such as labour relations, employee relations, human resources, administrative law, or investigations.
  • A minimum of three (3) years of recent, related* progressive experience as a Labour Relations practitioner, with direct experience and knowledge relating to labour relations best practices and advising in a unionized work environment.


OR an equivalent combination of education and experience may be considered, i.e., a minimum of four (4) years of recent, related* progressive experience, as above, including related coursework towards a degree, diploma, or certificate.

  • Recent, related progressive experience must include the following and must have occurred in the last 6 years:
  • Conducting full-scope complex labour relations and employee relations investigations including fact finding, conducting interviews and preparing reports.
  • Experience providing guidance and/or advise for workplace investigations and grievance management.


Preference will be given to candidates with the following:

  • Exercise judgment and provide analysis involving complicated and diverse employee relations situations grounded in company policy and procedures, collective agreement language and employment law.
  • Experience working at a senior advisory level.
  • Experience applying due diligence regarding legal implications and applying various Acts, and policies to a variety of labour relations situations.
  • Experience with third party interventions, conducting reviews and/or appeals.
  • Experience in a unionized working environment addressing conflict situations with the intent to develop mutually acceptable conditions.
  • Developing and delivering presentations.
  • Client/customer service and relationship building.
  • Experience in business transformation and change leadership initiatives.
  • Experience representing cases at quasi-judicial hearings.
