Reporting to the Manager, Planning and Project Management, the Project Management Specialist will contribute to the development and application of project and portfolio management frameworks, and employ the tools and methodologies to support priority initiatives and projects across Children’s Services (CS).


The successful candidate will work with program areas and project teams to assist with change and knowledge management deliverables that support the implementation of high priority, time sensitive, confidential, and complex projects. You will work as part of a highly collaborative team to plan and implement priority projects that contribute to improvements in provincial policy, legislation, and service delivery.

You will support effective decision-making within CS through excellent and timely reporting of project and portfolio progress on GoA and CS business strategies. Although the Specialist has limited authority, they have a high degree of influence in the ongoing sustainability of the governance committees, portfolios, and implementation planning. The role requires strong skills at influencing, advising, and collaborating, as well as excellent technical Project Management skills needed to achieve this work.

Main responsibilities include, but not limited to;

  • Support integrated CS portfolios and governance models
  • Project Management and Planning
  • Integrate program and business planning
  • Risk and issue management
  • Analyze and apply lessons learned from previous projects within CS
  • Establish, build and maintain effective relationships with key stakeholders, including project leads, senior leadership and other corporate areas
  • Complete fulsome documentation of project work, roles and responsibilities, and outcome benefits to support evidence-based decision-making across the Ministry
  • Support Senior and Executive Management in achieving the mandate and goals of the Ministry
  • Recommend how project leads, teams, and senior leaders can move projects forward towards its objective, even with competing priorities across stakeholders
  • Think through various possible future scenarios (issues, opportunities, etc.) and find creative solutions
  • Support in development and implementation of change management strategies, plans and best practices to support successful change outcomes.
  • Organize and facilitate working groups, sub-groups, and meetings. Provide preparatory material, key messages, draft deliverables/artifacts action logs, and speaking notes.

Qualifications

Required:
Training in Project Management. A certificate is desired.
University graduation in a related field plus 2 years progressively responsible related experience. Directly related (DR) education or experience may be considered based on:
  • 1 year of DR education for 1 year of experience; or
  • 1 year of DR experience for 1 year of education

Preference will be given to those who have:
  • Project Management Professional (PMP) designation
  • Managed policy and program development projects in the public sector, using industry supported PM practices and methodologies.
  • Experience in Government or non-profit organizations that support social well-being.
  • An overall awareness of Ministry priorities, legislation, and regulations.
  • Proven communication skills and training on difficult conversations, facilitation, leadership, etc.
  • Experience developing, evaluating, implementing policy initiatives, programs, and services.
  • Demonstrated capacity to build effective partnerships with internal and external customers, clients, staff and stakeholders essential to this position.
  • Strong planning, analytical, issues management and consultative skills are required.

Salary

$2,588.06 - $3,397.76 Bi-weekly: ($67,548.37 to $88,681.53 Annually)
