Under the general supervision of the Support Services Engineer, the Technologist 1 is responsible for carrying out numerous technical activities related to streets maintenance works and projects; including administration and inspection of various maintenance service contracts and pavement maintenance works, coordination of the spring weight restriction program, review and revision of the snow route system, review of circulated plans and inspection of encroachments, planning and preparation of seasonal maintenance programs, updating map and inventory information, and the provision of general technical support to the Streets Maintenance Division. Under the general supervision of the Support Services Engineer, the Technologist 1 is responsible for carrying out numerous technical activities related to streets maintenance works and projects; including administration and inspection of various maintenance service contracts and pavement maintenance works, coordination of the spring weight restriction program, review and revision of the snow route system, review of circulated plans and inspection of encroachments, planning and preparation of seasonal maintenance programs, updating map and inventory information, and the provision of general technical support to the Streets Maintenance Division.

As the Technologist 1 you will:

  • Provide inspection and assistance for contract administration work including snow clearing, street sweeping, crack sealing, and pavement maintenance contracts.
  • Coordinate and assist in the implementation of the annual Spring Weight Restriction Program by maintaining an inventory of eligible streets, monitoring road and weather conditions and responding to public enquiries.
  • Review and update Snow Route listings and solicit information from the Areas, Transit, and Transportation.
  • Monitor and prepare reports on research and evaluation of innovative products, processes and equipment for maintenance services.
  • Maintain current knowledge of technological changes in equipment, materials and methodology related to street maintenance and construction activities.
  • Prepare quantity and cost estimates, as well as provide material testing and quality control for divisional work and projects.
  • Conduct site investigations in response to Division concerns and public complaints.
  • Assist in the preparation and review of tenders and quotations for the supply of services and materials.
  • Assist in review of circulated drawings for completeness and to minimize conflicts with streets maintenance operations.
  • Participate in review and inspection of encroachment applications.
  • Perform survey duties as required.
  • Assist in the development of quality standards, process improvements, and maintenance technical programs.
  • Perform other related duties consistent with the classification.

Your education and qualifications include:

  • Graduate in Technology from a recognized Institute of Technology and eligible for membership in CTTAM (Certified Technicians & Technologists Association of Manitoba) as a Civil, Certified Engineering Technologist (C.E.T.) or Certified Applied Science Technologist (A.Sc.T.).
  • Minimum of three (3) years of technical experience related to municipal engineering for street pavements, lanes, sidewalks.
  • Demonstrated knowledge of engineering principles and construction/maintenance practices, materials and procedures.
  • Experience surveying pavement profiles and geometric alignment.
  • Experience with GIS data entry and analytics would be an asset.
  • Ability to supervise, coordinate and direct subordinates and contractors.
  • Ability to communicate effectively both verbally and in writing.
  • Experience using Microsoft Office and AutoCAD software packages.
  • Ability to establish and maintain positive working relationships with employees at all levels of the organization, external contacts and the public, in accordance with the Respectful Workplace Standard.
  • Thorough knowledge of the occupational hazards and safety precaution policies and regulations and the ability to adhere to and enforce safety rules and policies along with a satisfactory past safety record related to this position.

Conditions of employment:

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
  • Must be eligible for membership in CTTAM (Certified Technician & Technologists Association of Manitoba) as a Municipal, Certified Engineering Technologist (C.E.T.)
  • Possess and maintain a valid Class 5 Manitoba Driver’s License.
  • Must be prepared to work weekends and night shifts as required. This position at times will be required to work extended periods of shift work at short notice during the administration of snow clearing contracts and must be able to work in a physically demanding environment. (e.g. snow storms).
  • Physically capable of performing the position’s duties, including outside work for extended periods of time through all types of weather conditions.
