Location

This position is eligible for a hybrid work model. When attending an event or meeting in person, your primary office location will be based out of Sims Square, 390 Brant Street, Burlington, Ontario. Work location is subject to change at the discretion of the City due to operational demands.

Position Overview

Reporting to the Controller and Manager of Financial Services, the Investment Coordinator will be responsible for managing and monitoring the City’s cash position to ensure liquidity requirements are met, managing the short and long-term investment portfolios to maximize investment returns and manage risk. Develop, maintain, and uphold the City’s investment policy and strategic goals for the overall investment portfolio. Assist with the issuance and reporting of the City’s debt.

Responsibilities

The position is responsible to:

  • Coordinate and monitor cash flow daily to ensure the City’s short term and long-term cash flow needs are met while maximizing return. Liaison with the City’s bank contacts to resolve banking matters and discuss new product applications.
  • Manage the day-to-day investment portfolio of the City to maximize return on investment. This includes analyzing market trends, creating and developing long term strategies and executing trades in the bond market.
  • Communicate with various financial institutions to get perspectives on economic data, market trends and forward guidance.
  • Conduct an annual review of the City’s investment policy. Responsible for updating policies to reflect the strategic needs of the City, developing strategies for optimal investment performance and incorporate changes from new legislation.
  • Responsible for ongoing review of the City’s portfolio to ensure it is within policy and municipal guidelines.
  • Report quarterly on investment holdings/income earned, and economic climate to the City’s CFO and Council.
  • Assist in the City’s annual financial audit and financial information return for items related to investments and debt.
  • Liaison with the Region to coordinate annual debt issuance. Ensure debt transactions are appropriately booked in the City’s books and that debt payments are made according to the repayment schedule.

Requirements

The successful candidate will have a 4-year University Degree in Economics, Business, Accounting, Finance or related field of study. A professional finance designation (CFA) is considered an asset. The incumbent will have 4 years of related experience in economics and finance. Experience using a Bloomberg terminal is also an asset.
