Position Summary:

The manager aims to carry out the strategic objectives of PCRS to ensure effective and efficient services to our participants. As a leadership team member, the manager fosters and influences the agency's relationships with funders and maintains broad external contacts. This position requires a sound understanding of the roots of homelessness, addiction, trauma-informed care, adolescent development, service operations and management, applicable legislation, staff leadership, advocacy, team building, contract management, culture sensitivity, and service evaluation.

The role oversees contract management, program, community, and partnership development and supports a large multi-disciplinary team. The manager is accountable for co-leading Surrey Youth Services and is directly responsible for the oversight of a designated Youth Hub as well as programming in Surrey, Delta and Tsawwassen. The portfolio may include housing, outreach services, newcomer and immigrant services, counselling and family services, oversight of partnership education programming and/or an independent school. Surrey Youth Services and the Youth Hubs are collaborative centres with multiple partners delivering services to youth and families in the community; the successful applicant will have an in-depth knowledge of the service communities and the needs and experience leading in this multi-faceted community environment. The manager will have excellent working relationships and connections with MCFD and Fraser Health and understand substance use and mental health needs in the region.

The manager sits at various community tables and represents PCRS at all levels of government. The successful applicant will have experience with writing proposals and grants, have a passion for youth services in the community and will be able to work a flexible schedule, including evenings and weekends as needed.

Primary Duties:

  • Implement and evaluate the Agency Operational
  • Ensure overall operations, quality assurance and service delivery; implement and administer contracts; monitor, report, and assess service performance related to meeting contract outcomes.
  • Work within applicable Act/Regulations and roles of government and funders. Identify, address, and resolve issues related to policy, service provision, and facilities.
  • Communicate effectively with coworkers and supervisors, and participate in the leadership team and team efforts
  • Maintain effective and appropriate relationships with funders, partner service delivery organizations, government officials, volunteers, and community groups
  • Participate on committees, working groups, and associations; and develop community networks relevant to managed
  • Support a large staff team.
  • Respond to requests for proposals, write grants and program development.

Academic and Job Experience Required:

Master's or bachelor's degree in a relevant discipline, (clinical is preferred) combined with at least five (5) years of experience in a senior leadership/manager position related to Youth Services. A combination of experience and education may also be considered. Knowledge of the community (trends, service needs) and excellent working relationships with Surrey NGO’s, community leaders, MCFD, FH, City of Surrey is highly desired.

Basic Requirements:

  • Criminal Record Check, including the vulnerable sector
  • Proof of being fully Vaccinated for Covid 19
  • Standard first aid certificate and CPR
  • Due to the geographic locations of the program, use of own vehicle required (Mileage is paid)
  • Driver's abstract

Desired Requirements:

  • Demonstrated experience in leading in a multi-disciplinary environment.
  • Demonstrated experience in program management, staff leadership, supervision, fiscal management, and
  • Ability to lead clinical teams.
  • Thorough knowledge of relevant government legislation.
  • Effective team building and mentoring
  • Strong verbal, interpersonal, presentation, and written communication
  • A sound understanding of the challenges of vulnerable youth, substance use, mental health, and trauma-informed
  • Community connections and a good understanding of how the city's not-for-profit work together.
  • Strong understanding of the needs of Surrey families.

Salary Range: $47.08 - 49.11/hour – with benefits package (100% employer-paid)
