Objective

The incumbent is responsible for providing supervision, support and coordination of all aspects of Residential Care. The incumbent will give advocacy to individuals who are in need of services and assist with the development of a strong, positive and supportive community for individuals. The incumbent provides leadership by directing residential service delivery for all residential programs in accordance with government contractual agreements and Salvation Army standards.

Purpose:

The purpose of the expectation task list is to identify and clarify what management expects from the incumbent. The following expectations and tasks will be part of the annual performance appraisals; your merit increase will be based on the level of performance in each of the following areas.

Expectations may change year to year and both parties should use the annual performance appraisal to determine realistic and equitable goals and outcomes for the upcoming performance year.

Accountabilities:

1. Supervisory

  • Directs all aspects of the programing in the shelter to ensure Community Homelessness Prevention Initiative outcomes in accordance with the mission and values of The Salvation Army.
  • Collaboratively plans, develops, maintains and monitors all aspects of the programs service delivery.
  • Implements new programs to meet changing needs.
  • Participates in the planning, development and revision of policies, protocols and day to day operating procedures for all areas of programs operation in compliance with governments and Salvation Army standards including accreditation requirements.
  • Maintain and promote effective working relationships and communication within a systems theory approach with all staff, government agencies and community partners.
  • Hires, orientates, trains, evaluates, rewards, disciplines and terminates all residential direct service personnel in consultation with Director of Programs or designate; ensures staff safety in compliance with health and safety standards and prepares, analyses, submit and acts on incidents reports; deals with complaints
  • Plans the budget with the Director of Programs, in partnership with the Executive Director and Business Manager for the program and ensures compliance with the approved budget; Authorizes program expenditures up to a predetermined amount
  • Coordinates with Business Manager who oversees and checks the maintenance and care of program facility including equipment furnishing and accessing capital needs; Participates in compliance with all municipal licensing standards including fire water health and safety etc.
  • Prepares qualitative and quantitative operational reports as requested; Develops quality assurance standards and measurement
  • Overseas appropriate and effective case management systems and practices
  • Identify and pursue opportunities to enhance program delivery by seeking community partnerships and or new funding sources
  • Supervision of union employees and ensure adherence to the Collective Agreement
  • Performs all other duties as assigned

2. Program

  • Participate in development, planning and coordination of all programming that achieve Community Homelessness Prevention Initiative outcomes
  • Ensure client complaints are dealt with in a timely manner together with Director of Programs
  • Ensure the proper maintenance and usage of a computerized office system, and proper record keeping of the same in accordance with the Territorial Computer Usage Policy
  • Assist with Restorative Approaches
  • Maintain confidentiality and accuracy of client files
  • Enforce Policy and Procedures, Agency Rules and Expectations consistently
  • Be a contributing member of the Management team
  • Attend and serve on committees as required
  • Providing oversight to the gathering and collation of data for the Ontario Government (HIFIS) and The Salvation Army (SAMIS) monthly statistics.
  • Assist in planning and operation of special events at the facility as required

CRITICAL RELATIONSHIP MANAGEMENT

  • Reports to Director of Program
  • Direct supervision of Program Services Coordinators, Program Services Caseworkers, Drop-in Supports, Volunteer Facilitator, YOW and Employment Supports, Wraparound Supports, Housing and Outreach Supports, Dietary and Environmental Staff,
  • Working collaboratively with Partner Agency Supports

Systems/Contacts

Internal

· Liaise with interdepartmental staff

External

· Work with Business Manager to ensure that Belinda’s Place provides a safe and healthy living and working environment and staff comply with Occupational Health and Safety Act

· Identify issue and either fix or inform the Health and Safety Committee

Health & Safety

  • Monitor Fire Plan and business continuity plan.
  • Liaise with the Business Manager to ensure smooth operation of facility
  • Responsible to Monitor and assist with specific building system contracts, working in conjunction with the Business Manager, York Region and outside contractors to assure that maintenance & reporting are properly carried out. Warranties honoured and necessary repairs are completed in a timely manner (i.e. heating, electrical, air, plumbing, fire control and telephone)
  • Preform regular facility inspections as required
  • Overseeing employee incident reports and reporting to WSIB (At-Work Care entries) DHQ Human Resources Dept

MANAGERIAL/Technical Leadership RESPONSIBILITY

  • Reports directly to: Program Services Director.
  • Direct reports for this position: Program Services Caseworkers.

FINANCIAL AND MATERIALS MANAGEMENT

  • Position is involved in minor financial matters regularly.
  • May be authorized to spend, disburse, or collect small amounts of funds.

WORKING CONDITIONS

  • Work is performed in an emergency housing facility, subject to high client levels and crisis intervention.
  • Work is performed to ensure seamless service through shifts.
  • The incumbent works in generally agreeable conditions, with the exceptions of high degree of multitasking.
  • On-Call duties as required.
  • Works shifts, weekend and statutory holidays may be required.
  • The incumbent may have little or no travel required.

education and experience Qualifications:

Education, Qualifications and Certifications

  • Minimum college diploma in social services

· Bachelor of Social Work Preferred

  • Minimum of three years prior related experience including experience in a residential setting supervision budgeting building Maintenance, working with marginalized clientele, and a social services background.
  • Must have a completed undergraduate university degree in social sciences field, an alternative level of education and experience may be acceptable
  • Previous experience working with individuals experiencing homeless (one to three years)

Experience and Skilled Knowledge Requirements

  • Minimum of two-year’s experience supervising staff
  • Three years’ experience working with individuals experiencing homelessness

Skills and Capabilities

  • Must have thorough knowledge and understanding of Women’s issues, Mental Health and Addictions issues,
  • Previous experience with Health and Safety issues
  • Strong computer skills in Microsoft Office and Office 365
  • Knowledge of community resources in York Region considered an asset
  • Thorough knowledge and a commitment to anti-racism, anti-oppression and equity
  • Attention to detail, problem solving and analytical skills.
  • Able to work in a fast pace environment with conflicting priorities is a must
  • Strong sense of integrity and confidentiality with professional ethics and a balanced sense of fairness and flexibility.
  • Excellent oral and written communication skills in English
  • Ability to work independently as well as part of a team
  • Valid Driver’s License would be an asset
  • Must have good interpersonal/time management skills
  • A valid first aid and CPR certificate
  • Ability to remain calm and focused in stressful situations
