Role Title: Victoria Primary Care Network (PCN) Director

Reporting To: Executive Director, Victoria Division of Family Practice (VDFP) and PCN Steering Committee

The Organization

The Victoria PCN is a network of local primary care service providers working together to meet the needs of the population. It is a partnership between the First Nations Health Authority, local First Nation(s), Métis, Inuit and other Indigenous organizations, Victoria Division of Family Practice (VDFP), Island Health, other community providers and patient partners. Strategic direction and oversight for the PCN is provided by the PCN Steering Committee. The PCN Director is employed by the VDFP (https://www.divisionsbc.ca/victoria).

Role Summary

The PCN Director leads the implementation and on-going operation of the Victoria PCN as directed by the PCN Steering Committee and as outlined in the Ministry of Health approved PCN Service Plan. The PCN Director will build and maintain the PCN to meet the needs of patients, physicians, clinics and the community, and form the foundation for primary care renewal in Victoria. The PCN Director leads the PCN staff, delegating duties and responsibilities as required to ensure the effective and efficient operation of the network. The PCN Director is responsible for budget development and control, reporting, and on-going quality improvement and evaluation activities.

Duties and Responsibilities

Leadership

  • Supports the mission, vision, values, policies/procedures and strategic priorities of the Victoria PCN.
  • Demonstrates and promotes a commitment to cultural safety and humility within the PCN.
  • Provides leadership and oversight of the patient engagement strategy to ensure the inclusion of patient voices within and across the PCN.
  • Actively participates in the effective governance and function of the PCN by providing administrative and proactive strategic support to the PCN Steering Committee and working groups, and by ensuring effective engagement of all partners and people impacted by the PCN.
  • Leads quality improvement and evaluation activities; including access and quality of care for populations served by the PCN.
  • Provides overall leadership in the implementation of primary care initiatives, goals and objectives within the PCN which includes working with Patient Medical Home (PMH) programs/services, other primary care providers, Island Health, community agencies, and other stakeholders.
  • Assumes overall responsibility for risk assessment and issues management for the PCN.

Program Management & Reporting

  • Works collaboratively to manage the PCN by supporting the PCN Managers and providing overall system support.
  • Supports effective change management and works closely with change management resources available.
  • Effectively and efficiently implement the Victoria PCN Service Plan.
  • Establishes operational policies and procedures as required to ensure consistent practice across the PCN.
  • Develops and recommends capital and operating budget plans for services within the program
  • Monitors budget performance, plans and adjusts operations and/or staffing to meet projections and annual targets, approves expenditures and prepares summaries for fiscal reporting.
  • Identifies clinical and organizational opportunities for analysis, investigation and improvement.
  • Oversees the development of annual and period reporting to the Ministry, General Practice Services Committee and other stakeholders, as required.

Engagement

  • Oversees the development and execution of a coordinated multi-stakeholder engagement and communications plan.
  • Ensures collaborative engagement with a variety of multi-stakeholder groups and nurtures partnerships with First Nations, Métis and Inuit partners, patient partners and families, physicians, other primary care providers, allied health professionals and community organizations.
  • Liaises with the Ministry, GPSC and PCN across the province, as required.
  • Participates in relevant community-based meetings on a regular basis.
  • Represents the PCN at various local and regional/provincial meetings.

People Management

  • Manages all PCN staff including change management resources and is responsible for their recruitment, onboarding / training and performance management.
  • Responsible for defining staff and partner roles & responsibilities, and clearly communicating responsibilities and levels of authority for all direct (and indirect) reports.
  • Evaluates performance to improve individual and organizational performance, taking action as needed in accordance with prevailing policy and relevant contracts.

Qualifications

Education, Training and Experience

  • A level of education, training and experience equivalent to a Master’s degree in a Business Administration or health-related discipline and at least ten (10) years progressive senior management experience in health care/program management.

Competencies/Skills and Abilities

  • Strong planning skills, strategic and operational.
  • Demonstrated experience in budgeting, staffing and quality improvement/change management.
  • Excellent communication, organizational, and decision-making skills, with a strong attention to detail.
  • Ability to work collaboratively with a broad range of medical, clinical and administrative professionals.
  • Ability to work respectfully, knowledgeably and effectively with patient partners and First Nations, Métis and Inuit people, adapting to cultural uniqueness in order to create a sense of safety for all.
  • Ability to multi-task and balance priorities within tight timelines.
  • Ability to lead and manage, to motivate, delegate and operate in both structured and unstructured situations.
  • Maintains a thorough understanding of local, regional and provincial Primary Care
  • Demonstrated ability to work and lead staff within a Matrix management structure.
  • Capacity to learn from other leaders and elders, modelling the vision and encouraging others to commit to and champion the vision - inspires others into new ways of working together to provide excellent primary care.

Conditions of Employment

  • Full time (37.5 hours per week) position, eligible for benefits.
  • May work from a remote, secure worksite and/or at the Division’s downtown Victoria location (currently all staff are working remotely).
  • Attendance at evening meetings may be required.
  • Compensation range is $125,000-$135,000 annually, depending on the successful candidate's skills and experience.
  • A valid driver’s license and access to a vehicle is preferred.
